Katsina signs agreement for implementation of climate change policy

Governor Dikko Umaru Radda of Katsina State, has signed a Memorandum of Understanding (MoU) between the state, Climate Change Secretariat, and Zoomlion Nigeria Limited, a leading environmental management company, to implement sustainable waste management projects across the state.

Habiba Abubakar, managing director, Zoomlion Nigeria Limited, signed on behalf of the company, while Mohammed Al Amin, Special Adviser to the Governor on Climate Change, signed on behalf of the Katsina State Government.

The MoU is said to represent the state ‘commitment to tackling environmental challenges, promoting climate resilience, and ensuring a cleaner, healthier state, and set out a framework for public-private partnership aimed at modernizing solid and liquid waste management through innovative and sustainable solutions.

Under the terms of the MoU, solid waste management projects will include the establishment of material recovery facilities, mobile transfer loading stations, construction of a modern sanitary landfill, provision of self-tipping tricycles, and an organized waste collection system.

Liquid waste management projects will involve setting up fecal sludge treatment plants, new wastewater treatment facilities, and sewerage systems in line with international best practices.

The Katsina State Government will provide regulatory approvals, environmental impact assessments and enact enabling laws and byelaws to support project financing and operations.

Zoomlion Nigeria Limited will pre-finance the project’s feasibility study, provide the necessary technology, capacity building and ensure project sustainability through long-term concessions.

Speaking at the ceremony, Governor Radda reaffirmed his administration’s commitment to environmental sustainability, stating:

“This partnership with Zoomlion represents a bold step towards solving the waste management challenges of our State, creating green jobs for our youth, improving public health and ensuring a cleaner environment for generations to come.”

The MoU, valid for two years pending a final binding agreement, underscores the shared vision of Katsina State Government and Zoomlion Nigeria Limited to promote a circular economy, climate-smart infrastructure, and sustainable urban development.
