The Federal Capital Territory Administration (FCTA) has begun enforcement actions on 1,095 property titles revoked for non-payment of Ground Rent, Certificate of Occupancy (C-of-O) bills, Penalty/Violation fees, and Land Use Conversion fees.
This was disclosed in a statement issued on Friday in Abuja by Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the FCT Minister.
The affected properties are in the Asokoro, Maitama, Garki, and Wuse districts of the Federal Capital City (FCC).
According to the FCTA, the property owners ignored notices published between May and November in newspapers, online platforms, and television broadcasts, urging them to settle their outstanding payments or risk losing their titles.
The notice titled “Commencement of Enforcement Actions on Defaulters of Ground Rent Payments, Land Use Conversion Fee, C-of-O Bills” stated:
“The public, especially property holders in the FCT, are notified that the Minister of the Federal Capital Territory, Nyesom Ezenwo Wike, has approved enforcement actions on 1,095 properties in the Federal Capital City (FCC) for defaulting on required payments.

“Despite several publications and notices requesting defaulters to settle their liabilities—including Ground Rent, C-of-O bills, Penalty/Violation Fees, and Land Use Conversion Fees—the listed property owners failed to comply. This violates Section 28, subsections 5(a) and (b) of the Land Use Act and the terms of their Rights of Occupancy.
“With the expiration of the final 14-day grace period on Tuesday, November 25, 2025, the FCTA will carry out enforcement actions on 835 properties for defaulting on Ground Rent and 260 properties for defaulting on Violation and Land Use Conversion Fees.”
