A consulting firm, Pivotage Consulting, has emphasised the importance of building a data-powered civil service as a foundation for stronger national institutions and improved public sector performance.
Doyin Gbajabiamila, CEO of Pivotage Consulting, stated in statement on Monday that Nigeria is at a critical point in the evolution of its public institutions, noting that the increasing complexity of governance, limited resources and rising citizen expectations make civil service reform an economic necessity rather than a policy choice.
Gbajabiamila highlighted the ongoing Personnel Audit and Skills Gap Analysis (PASGA) being carried out by the Office of the Head of Civil Service of the Federation as one of the most significant administrative reforms in recent years. She explained that Pivotage Consulting is one of 15 indigenous firms supporting the exercise and is responsible for the verification of more than 7,000 federal civil servants across multiple colleges and regions, representing about 12 per cent of personnel covered in the current phase.
According to her, the assignment reflects the level of trust placed in the firm and its proven capacity to deliver on reforms of national importance.
She acknowledged the leadership and commitment of the presidency, the head of the civil service of the federation, the permanent secretary of the common services office, the permanent secretary of the federal ministry of education and other participating agencies, as well as the contributions of the other consulting firms involved in the project.
Gbajabiamila noted that the PASGA engagement builds on Pivotage Consulting’s previous experience in large-scale public sector audits, including Project P.E.W., the productivity, efficiency and welfare-focused workforce audit carried out for the Osun State Government in 2018, which covered over 40,000 employees across 104 ministries, departments and agencies.
She said the firm’s experience across both state and federal engagements has reinforced the need for accurate data, transparent systems and digitised processes in building effective public institutions. According to her, a modern civil service must be properly verified, structured and aligned with national development priorities in order to optimise its workforce and wage bill.
As Pivotage Consulting approaches its 10th anniversary in January 2026, Gbajabiamila described the opportunity to contribute to reforms of this scale as both a responsibility and a validation of the capacity of Nigerian firms to deliver solutions at global standards.
She reaffirmed the firm’s commitment to partnering with government to strengthen the public service through data-driven analytics, structured talent systems and operational excellence, noting that sustainable national development depends on the strength of the systems that run the country.
