It is ride back in Rivers State as all procurement transactions executed or ongoing since February 28, 2025, have been cancelled.
Ibok-Ete Ibas, retired vice-admiral who is the Sole Administrator of the oil state, has also ordered those who awarded such jobs to refund the funds.
The Sole Administrator who announced this on Thursday, April 3, 2025, said it was in adherence to the Supreme Court judgment upholding the Appeal Court ruling in Suit No. CA/ABJ/CV/133/2024.

In the statement signed on his behalf by Ibibia Worika, the newly appointed secretary to the state government (SSG) said in the absence of an Appropriation Law, the Solad said all procurement and tender processes that were carried out by Ministries, Departments, and Agencies (MDAs) during the period have been cancelled.
Accordingly, the statement said, all Ministries, Departments, and Agencies (MDAs) that carried out such tender processes for projects in their respective offices are, by this special announcement, mandated to refund such tender fees to the respective contractors immediately pending the approval of a spending plan by the State, which shall be notified in due course.
This may be seen as the biggest blow to the suspended governor’s camp so far, and may signal commencement of struggles.
No person has so far reacted to this from the Fubara camp.
