Rebecca Okorie (not her real name), a member of the National Youth Service Corps serving in Lagos State, registered for her permanent voters card (PVC) in Edo State and voted during the 2019 general elections.
Since she will still be participating in the one-year mandatory national service in February next year, she will not be able to travel down to Edo State to perform her civic rights in the elections. Benjamin Onu, a trader who relocated from Imo State to Lagos, is also concerned about casting his votes in the 2023 elections since he had his registration done in Imo.
Section 13 of the Electoral Act says: “A person who before the election in a constituency other than the one in which he was registered may apply to the Resident Electoral Commission of the state he is currently resident for his name to be entered on the transferred voter’s list of the constituency.”
This is the case of the majority of voters seen at different offices of the Independent National Electoral Commission (INEC), who are not aware of the fact that they can simply request for the transfer of their PVCs online without leaving their houses.
Firstly, log in on the INEC website, https://cvr.inecnigeria.org/, and click on the ‘sign-in’ or ‘register’ button to create an account. You will be shown a page. Fill in the accurate information and click on the ‘continue’ button.
You will receive a confirmation email with a link to verify your account. When you click on the link, you will be redirected to a page for you to log in to your account to be able to start the process.
Secondly, after you log into your account, among the options given including new voter registration, review, transfers, information update, collect your PVC, and lost or damaged PVC, click on ‘request transfer’, and fill in the necessary information on the next page.
If the details on your current PVC are entered correctly, the next page will require you to click on the ‘start review’ button to begin the process. Click on the ‘edit application’, and the third step will appear.

Fill in the correct information, including the level of education, birth, and place of origin. Click on the drop-down and accept that you wish to share your data with NIMC, then click on the ‘save and continue’ button.
The fourth step will be to upload your photograph. You will click on the ‘start camera’ button to take a snapshot of yourself and upload your photograph. Two photographs will be uploaded, one with a clear and straight face, and a neutral expression, while the second will also be a clear face, but a smile is required this time.
When you are done with this, click on the ‘save photo & continue’ button to proceed to the next stage. The next page will reveal that your revalidation is successfully completed.
Finally, you will download and print your application slip, which you will take to the Local Government Area in the email INEC will send to you. If you follow these steps and input your details correctly, you will be able to transfer your PVC and join other Nigerians to vote in the forthcoming elections.
