Nyesom Wike, Minister of the Federal Capital Territory (FCT), has fined Abdullahi Ganduje, Olagunsoye Oyinlola, and others N5 million each for converting residential properties in Abuja to commercial use without approval.
The Federal Capital Territory Administration (FCTA) announced the penalties in a public notice published on Monday.
It noted that affected property owners have 30 days to regularize their titles or face further sanctions.
According to the FCTA, the fines apply to individuals and organizations that altered the approved use of their properties—mainly in districts such as Maitama, Asokoro, Wuse II, and Garki without authorization, violating the conditions of their land allocation.
“All property owners who, without approval, converted the land use of their properties on the specified streets and locations must pay a penalty of five million naira (N5,000,000.00) within thirty (30) days from Wednesday, September 10, 2025,” the notice stated.

Affected owners are required to visit the Department of Land Administration with their original title documents and valid identification to collect letters of conveyance.
These letters will approve the land use change and outline any applicable fees.
The FCTA added that new title documents, including updated certificates and rights of occupancy valid for 99 years, will be issued to those who meet the requirements.
However, the notice clarified that this process does not apply to properties whose titles were previously revoked for reasons such as non-development or failure to pay ground rent.
Others listed in the notice include former Supreme Court Justices Atanda Fatai-Williams and Aloma Mariam Mukhtar, as well as the Nigerian National Petroleum Company (NNPC) Limited.
