The Nigerian Communications Commission (NCC) has been ranked among the top three federal Ministries, Departments, and Agencies (MDAs) in the Bureau of Public Service Reforms (BPSR) 2024/2025 Website Performance Scorecard, underscoring the telecom regulator’s commitment to digital excellence and efficient public service delivery.
In the evaluation of 235 federal MDAs, the NCC secured second place, trailing only Galaxy Backbone Limited, which claimed the top spot with a near-perfect score of 49 out of 50. The Nigerian Export Promotion Council (NEPC) completed the podium in third position.
The recognition was formally announced at the release of the Federal Government’s 2024/2025 Scorecard Ranking for MDAs’ websites at the Federal Ministry of Finance Auditorium in Abuja, with awards presented the following day at BPSR’s office.
BPSR assessed the websites using 14 criteria, including compliance with the .gov.ng domain, aesthetics, content relevance to mandates, responsiveness across devices, security features, load time, usability, uptime, functionality, interactivity, accessibility, and capacity building. The exercise forms a critical component of Nigeria’s National e-Government Masterplan.
Receiving the award on behalf of Dr. Aminu Maida, NCC’s executive vice chairman, Abraham Oshadami, the executive commissioner for technical services, described the honour as another encouragement for the Commission to be a better public service institution leveraging digital platforms such as our web presence to enhance public service delivery to our various stakeholders.

Other high-performing agencies highlighted in the rankings included the Nigerian Content Development and Monitoring Board (NCDMB), which placed strongly alongside the top three; the Independent Corrupt Practices and Other Related Offences Commission (ICPC), noted for fourth position; the Office of the Head of the Civil Service of the Federation (OHCSF); the Federal Inland Revenue Service (FIRS); the National Agricultural Insurance Corporation (NAIC); the Council of Nigerian Mining Engineers and Geosciences (COMEG); and the State House.
Mr. Dasuki Arabi, BPSR director-general, commended the leading agencies for their proactive investment in world-class digital platforms that align with the federal government’s policy on transparency, accountability, and ease of doing business.
Arabi noted that the annual ranking, now in its sixth year, has spurred widespread reforms across public institutions in line with president Bola Ahmed Tinubu’s Renewed Hope Agenda.
The NCC’s consistent strong showing comes just weeks after it was named among the top five best-performing agencies by the Presidential Enabling Business Environment Council (PEBEC), further cementing its reputation as one of Nigeria’s leading regulators in digital governance and service delivery.
