The Federal Ministry of Marine and Blue Economy has launched a digital records and workflow platform to improve transparency and investor-facing service delivery across Nigeria’s maritime sector.
The Enterprise Content Management System (ECMS) was unveiled in Abuja by Adegboyega Oyetola, the minister of marine and blue economy, alongside Didi Walson-Jack, the head of the civil service of the federation.
The minister said the platform would streamline internal processes, strengthen records management and improve decision-making, helping the ministry to engage investors and operators more efficiently as activity in the marine and blue economy expands.
He described the initiative as part of broader reforms aimed at repositioning the sector as a pillar of economic diversification under the federal government’s Renewed Hope agenda, noting that transparency and speed of service were increasingly critical to attracting long-term investment.
“A digitally enabled Ministry is a more responsive Ministry,” he said.

The launch happened during the ministry’s quarterly engagement with industry stakeholders, where Oyetola admitted to the underutilisation of Nigeria’s coastline and inland waterways which have potential to drive growth across maritime trade, logistics, fisheries and allied services.
But the minister said recent reforms within the sector were beginning to yield results, pointing to improvements in fisheries output, expanding engagement with financial institutions to improve access to affordable credit for operators, and stronger coordination across agencies.
Walson-Jack, in her remarks, described the digital platform as a transition to paperless governance and a practical step towards reducing bureaucracy and improving accountability within the public service.
The ministry of trade and investment and the Nigerian Shippers’ Council have already been onboarded with more expected to follow suit.
