Abubakar Kyari, minister of Agriculture and Food Security, has launched an Electronic Document Management System (EDMS) aimed at improving service delivery, transparency and workflow efficiency in the ministry.
The system was unveiled on Thursday at the ministry’s headquarters in Abuja.
In his remarks, Kyari said the EDMS was developed under the Federal Civil Service Strategy and Implementation Plan 2021–2025 and is designed to digitise records, automate workflows and reduce dependence on paper based processes.

He noted that the initiative aligns with the Federal Government’s target of achieving 80 per cent digitalisation of government operations by the end of 2025 and transitioning to a fully paperless civil service by 2030.
According to the minister, the system will transform how records are created, processed, stored, accessed and secured within the ministry, while eliminating delays associated with manual file movement and strengthening audit and security controls.
Kyari said efficiency and responsiveness are critical for a ministry with responsibilities in food security, livelihoods and economic diversification, adding that the EDMS would support timely decision making and preserve institutional memory.
He urged staff to fully adopt the system, stressing that its success would depend on disciplined usage, adherence to workflows and continuous capacity building.
The minister commended Philip Ogunbiyi, the permanent secretary to the ministry, the Department of Planning and Policy Coordination, the project implementation team and staff for supporting the deployment. He also praised QUOMODO SYSTEMS, the implementation consultants, for delivering the DOC STREAM solution tailored to the ministry’s operations.
Also speaking, Aliyu Sabi Abdullahi, minister of state for Agriculture and Food Security, said the EDMS would improve collaboration across departments, strengthen records security and support faster decision making.
Didi Esther Walson Jack, Head of the Civil Service of the Federation, described the adoption of the system as timely, noting that effective records and data management are essential for sound policies and programmes in the agriculture sector.
Earlier, Marcus Ogunbiyi permanent secretary said the launch marked a milestone in the ministry’s digital transformation journey, adding that staff cooperation demonstrated commitment to building a modern and results oriented public service.
